Internal Bourgeoisie and Itaipu
2009 Revision and 2019 Crisis

This article examines the role of the Brazilian bourgeoisie in the
recent past on the relationship with Paraguay regarding the Itaipu Power Plant. The objective was to understand, through the theory of the State of Nicos
Poulantzas, how the Brazilian internal bourgeoisie positioned itself in the 2009 revision and
the crisis of the bilateral secret act of 2019, as well as to determine whether its interests
were contemplated. The article reveals that in 2009, the internal bourgeoisie, occupying
the hegemony in the bloc in power, was benefited, while in the case of 2019, it had its
interests partially met and felt dissatisfied with the results.
