Education for global citizenship (UNESCO)
neoliberal reformist speech

The article analyzes the content of education for global citizenship (UNESCO), questioning
the transformative perspectives announced and “pitfalls” contained in the text. It is made
from a critical perspective, adding to the tradition of Marxism (especially Wood and
Mészáros), the peripheral and “decolonial” standpoint, highlighting the contributions of
Pazello and Freire. It argues that, in the context of educational reformism, EGC is reduced
to neoliberal discourse, an instrument of imperialism/coloniality, in the globalization
of capitalism. The article rejects this proposal and brings contributions to the reflection
on “emancipating” possibilities, through the decolonial critical and “tactical” use of the
language of education, human rights and democracy.
