trajetória e protagonismo nas iniciativas de liberalização comercial ao longo dos governos Obama (2009–2017)

The paper discusses Obama’s foreign trade policy (2009–2017), highlighting the main guidelines that framed it and the policy instruments it has prioritized to carry out its strategic objectives. During this period, in line with the events analyzed, there was no uniform trajectory regarding to the country’s engagement with international trade. The commercial activism that prevailed in the Republican predecessor government was overcome by a withdrawal move in trade negotiations, which was followed by the resumption of new initiatives. It is here argued that certain structural and conjunctural constraints, both at the systemic and domestic levels, explain the change in the content of this policy, which leaves the introvert profile in order to explore new strategic options for the international insertion of the United States (US) via trade liberalization. The paper relies on the analysis of official US documents, notably the so-called Trade Policy Agenda, as well as on the arguments made in scholarly work by eminent US foreign trade policy pundits.
