Desdobramentos da crise financeira de 2007-08: reforma da arquitetura financeira tradicional e inovações no desenho institucional do regime financeiro internacional

O presente trabalho tem o objetivo geral de analisar os efeitos da crise financeira de 2007-08 sobre a atual arquitetura financeira internacional, buscando investigar possíveis mudanças no Regime Econômico Financeiro Internacional. Parte-se da hipótese de que, apesar de seus efeitos econômicos profundos, a crise não gerou uma resposta equivalente ao seu impacto por parte das instituições financeiras internacionais tradicionais. Como resposta, houve reformulação de estratégias de atores soberanos emergentes com maior capacidade de autonomia, embora estas não constituam um desafio direto às instituições do mainstream. Assim, tomando o FMI como uma amostra dessa institucionalidade, inicialmente analisaremos a evolução de seus discursos oficiais e ações no momento posterior à crise. Em seguida, abordaremos a inversão histórica entre membros credores e devedores da instituição e o papel renovado do G20 Financeiro. Por fim, buscaremos demonstrar as limitações das reformas anunciadas e suas consequências, dentre elas, a criação do Novo Banco de Desenvolvimento e do Arranjo Contingencial de Reservas dos BRICS.
