Use of force by NATO powers
the case of the intervention in Libya

The phenomenon addressed is the use of force in the case of Libya. Our aim is to analyze
causal conditions that influenced the participation of NATO powers in the intervention.
By using the Qualitative Comparative Analysis (QCA) method, we are able to compare
the causal conditions of France, the United Kingdom, and the United States’ use of force
versus Germany’s deviant decision to abstain from the Libyan intervention. We observed
that it seems that diplomatic and status conditions are more important for the occurrence
of use of force, notwithstanding limitations in the findings.
