Congresses on Foreign Policy

The intensification of regional integration initiatives in South America had national governments as protagonists. Despite this, Parliaments represent an important actor in the decision-making process in the field of foreign policy. This article discusses how the Uruguayan Parliament participated in decisions on regional integration between the years 2000-2015. The analysis starts from the debate promoted by the Parliamentary Diplomacy approach to demonstrate that although the foreign policy formulation powers
are institutionally in the Executive Branch, it depends on negotiations with other political forces, especially with Parliament, for its implementation.
