The Environmental Agenda in South American Regionalism
the cases of MERCOSUR and ACTO

This article aims to analyze regional integration initiatives in South America through the
lens of contemporary environmental debates, using the theoretical framework of liquid
regionalism. The analysis focuses on the environmental agendas of Mercosur and the
Amazon Cooperation Treaty Organization (ACTO), identifying relevant technical bodies,
negotiated themes, and cooperation projects pertaining to the subject. The methodology
employed includes a bibliographic review, document analysis, and a field visit to the ACTO
headquarters. In conclusion, it was determined that institutional capacity is crucial for the
effectiveness of environmental actions within the studied organizations.
