From the US theoretical perspective about on the penetration power of the National Endowment for Democracy, NED, with the foreign aid discourse in situations of political instability, this paper aims to analyze the role of NED as an instance of the US Department of State (United States of America) in promoting a model of democracy in Latin America from the perspective of relational sociology. The argument was about the model of democracy driven by low-intensity foreign policy in Latin America. The formation of social networks was discussed in order to transmit symbols and meanings between the actors and the construction of shared representations. The NED, its origins and how it participated in Ecuador over the ten-year period (2006-2016) were described. The results presented here come from the application of document analysis and social network analysis (SNA) methods. The article notes a hub of organizations that work together or partner.
