Em marcha a ré rumo ao futuro?
Abstract
A ordem internacional estabelecida ao término da II Guerra Mundial, apesar de proclamar a igualdade jurídica entre os Estados, criou formalmente uma oligarquia, na qual os cinco membros permanentes do Conselho de Segurança eram colocados praticamente acima da lei, juízes supremos do bem e do mal. A Guerra Fria fez surgir efetivamente uma distribuição ainda mais restrita do poder mundial: a vida internacional passou, essencialmente, a ser função da intercorrência das políticas externas das duas superpotências. Como, porém, cada uma delas buscava ampliar sua projeção mundial sem chegar a um confronto militar direto com a outra, era indispensável respeitar certas práticas de convivência – ou de prudência – para evitar que a rivalidade se convertesse em catástrofe. A principal delas era que, de modo geral, cada superpotência respeitava a área de influência estabelecida da outra, que nela gozava de liberdade de ação quase irrestrita.Downloads
