The article seeks to analyze the internationalization of Brazilian construction companies
during the business-military dictatorship and its relationship with the country’s foreign
policy and business interests during the dictatorship. Employing business and state-derived
primary sources, we draw on theoretical and methodological frameworks of expanded
conception of the State, arising from the reflections of Gramsci. We study the case of
Mendes Junior in Mauritania. We conclude by noting the intense overlap between the
State and private companies in the period and the strong favor provided by state policies
and diplomacy in relation to the activities of Brazilian companies abroad.
