In this paper we write a history of the concept of autonomy in Brazilian foreign policy after
World War II. Conceptual history (Begriffsgeschichte) is our theoretical and methodological
option. We analyse the opposite meanings the concept bears in Golbery do Couto e Silva and
Helio Jaguaribe’s thinking. We argue such semantic dispute implied different formulations
of foreign policy. On the one hand, Jânio Quadros’ Independent Foreign Policy conceived
autonomy as non-alignment to either Cold War blocs. On the other, Castello Branco assumed
there would be no autonomy without special relations with the US.
