Technical capacity, a path to participation
analysis of the role of the Brazilian Business Coalition (CEB) in trade negotiations between Mercosur and the European Union

This article investigates the role of the participation of the Brazilian Business Coalition
(CEB) in the negotiations between Mercosur and the European Union. This participation
is analyzed through the study of the interaction between CEB and different Brazilian
governmental actors. The article tests the hypothesis that this participation was conditioned
on the technical capacity of the Coalition. To test this hypothesis, content, and document
analysis methods, process tracing, and interviews were used. In the conclusions of the
article, it was possible to confirm that CEB’s participation in trade negotiations is based
on its technical contributions.
