U.S. Foreign Policy to Cuba in Obama’s and Trump’s governments

This article analyzes the US foreign policy towards Cuba during the Barack Obama (2009–2017) and Donald Trump (2017–2020) governments, answering the question: what are the reasons for the differences between Obama’s and Trump’s governments approaches to Cuba? To this end, it is based in a comparative case study and in the theoretical approach of Helen Milner, explaining what interests, institutions and information affected the decision-making process. It is concluded that the correlation of the different pressures in the domestic sphere, added to the own reelection interests of the presidents, contributed to the formulation of the different government’s approaches.
