Paradoxical Insertion
Brazil between the policy autonomy and the economic dependency (2003-2015)

Emphasizing the relations among foreign policy and development, this paper analyzes Brazilian international insertion through Luiz Inácio Lula da Silva (2003) and Dilma Rousseff´s first mandate (2015). This research points a paradox that emerges from Brazilian foreign policy within XXI Century: despites political protagonism, economical dependency grew exponentially. Due this conclusion, we propose the concept of paradoxical insertion instead Cervo´s logistical state as a better hermeneutic about work´s party foreign policy.
