Abstract

In 2018, Mozambique became a signatory to the African Union Convention on Cyber Security and Personal Data Protection. The country also participates in the International Telecommunications Union (ITU) and the Southern African Development Community (SADC). Securitization moves related to the Mozambican cyberspace constitute a social
mechanism with material consequences. This article seeks to contribute for the cyber security debate in two ways. First, offering clear definitions of concepts such as cyberspace, internet, infrastructure, security, and defense in the digital realm. Second, adapting existing cyber capabilities maturity models to assess the evolution of cybersecurity in Mozambique.

Author Biography

Henriques Manuel Marcelino, Ministério da Defesa Nacional/ Universidade Joaquim Chissano.

Henriques Marcelino is a PhD student in the Postgraduate Program in International Strategic Studies (PPGEEI-UFRGS). Master in Military Sciences from the Higher Institute of Defense of Mozambique (ISEDEF). Master in Technology Engineering Applied to Computers by Southwest Jiao Tong University (China). Currently, Henriques Marcelino is a Researcher at ISEDEF, Head of Communications at the Reservist Command, Professor at Joaquim Chissano University (UJC), where he teaches in the Information Technology Engineering program.
