Abstract

This paper analyzes the relations between the Brazilian and Chinese states during the Lula and Dilma governments. It aims at confronting academic analyses that criticized the foreign policy of Dilma’s governments due to the president’s profile or the impact of lower commodities prices. Our hypothesis is that there was continuity of the two PT’s government strategy for international insertion of the Brazilian State, although the economic results and the political projection were smaller. We investigated the position of the great Brazilian internal bourgeoisie about foreign policy. We conclude that the domestic policy crisis and new dynamics of the international political economy, ended up producing relevant effects for the maintenance of the neodevelopmentist political front, and, especially, for the loss of support of the internal bourgeoisie to the Dilma government. However, it is possible to identify that relations with the Chinese State do not represent a latent contradiction within
this class fraction, despite the increase in Chinese imports to Brazil since 2008, because there is a relative consensus between agribusiness and industry on the reception of Chinese investments in strategic sectors such as energy and infrastructure.
