observar as tendências desses gastos ao longo do tempo, a fim de analisarmos
se há padrões. A segunda é que será importante para vermos indícios de corrida
armamentista na América do Sul. A observação de um aumento de gastos em
defesa pode significar um reaparelhamento das Forças Armadas, ou mesmo um
incremento no orçamento para essas pastas devido a um crescimento exagerado
do PIB. As inter-relações entre os indicadores de poder são importantes; por tal
razão, optamos por desconstruir o índice COW em alguns indicadores específicos.
Entre 2002 e 2012, observa-se uma tendência notável de crescimento ao longo
do tempo. Há uma clara ascendência geral na América do Sul. Em dez anos, os
valores absolutos na região passaram de quase US$ 19 bilhões para quase US$
66 bilhões, um aumento de cerca de 247%. Merecem destaques os aumentos do
Chile, em menor proporção, seguido da Colômbia, com significativo aumento e,
por fim, o expressivo aumento brasileiro (IISS, diversas edições).
Os gastos em defesa do Chile passaram de US$ 1,78 bilhões, em 2002, para
quase 5,5 bilhões em 2012, um aumento de quase 209%, firmando-o em terceiro
lugar em gastos absolutos com defesa. A Colômbia teve um aumento ainda maior,
de 263%. Já o Brasil saiu de um gasto de US$ 9,7 bilhões para um de US$ 33,14
bilhões, chegando ao seu ápice no ano anterior, com US$ 36,9 bilhões gastos em
defesa. Esse valor representa um aumento de 280%, colocando-o como, dos três
países, aquele que mais aumentou percentualmente e absolutamente os seus gastos
em defesa. Em 2002, os gastos brasileiros já eram mais do que os dos demais
países sul-americanos somados. Em 2011, a soma dos gastos de todos os outros
países sul-americanos era de US$ 28,252 bilhões, o que aumentava a diferença
entre os gastos do Brasil e dos demais em quase US$ 8,7 (IISS, diversas edições).
O ano de 2012 viu um decréscimo nos valores do Brasil, caindo seu orçamento
em defesa para US$ 33,14 bilhões. Contudo, a soma de todos os outros, mesmo
com o notável crescimento colombiano, atingiu o valor de US$ 32,7 bilhões – ou
seja, o Brasil, em todo o período, até o ano de 2012, gastou mais em defesa do
que todos os demais países sul-americanos somados. No entanto, a desvalorização
do real, o aumento dos gastos em defesa dos demais Estados da região e a
diminuição do orçamento brasileiro para a defesa fez com que, em 2014 e 2015, o
Brasil apresentasse números menores do que os dos vizinhos somados. Em 2014,
o Brasil gastou US$ 31 bilhões em defesa, e os demais sul-americanos a soma
de US$ 31,55 bilhões. A diferença aumenta em 2016, com o orçamento brasileiro
de US$ 24,3 bilhões e a dos demais somados de US$ 26,5 bilhões. Tal indicador
