A primeira seria a utilização de meios persuasivos para o alcance de suas agendas,
como é o caso da entrega de instruções políticas aos membros do congresso ou
o lobby a favor ou contra legislações específicas. Abelson (2006, 2018) denomina
essa categoria de ação “influência privada”, enquanto Betzold (2013) recorre
ao termo “inside advocacy”. A segunda categoria de ação (“influência pública”
ou “outside advocacy”) é relacionada à influência que os think tanks exercem
sobre tomadores de decisão e opinião pública através da mídia e a partir de
publicações, conferências, propagandas etc. O quadro abaixo ilustra o que se
considera aqui como sendo as formas de influências dessas organizações:

A partir da observação da crescente relevância desses atores e da necessidade
de compreender as formas de influência dos think tanks conservadores na área
das mudanças do clima, tanto interna quanto externamente, a seção seguinte
é dedicada à análise do período de 1992, quando a UNFCCC é aberta para
assinaturas, até 2001, quando o então presidente, George W. Bush, anuncia a
não ratificação do Protocolo de Quioto pelo governo dos Estados Unidos.
