brasileiros; iii) garantir a presença chinesa no mercado brasileiro e, por meio
deste, no mercado sul-americano, considerado cada vez mais competitivo,
restritivo e protegido por altas tarifas de importação; iv) trocar informações
na área de ciência e tecnologia e adquirir tecnologias de ponta; v) utilizar
a parceria como forma de diversificar os negócios chineses e aumentar o
poder de barganha do país no cenário internacional, evitando dependência
e assimetrias frente a outros parceiros (Becard 2011, 40).
Assim, desde 2009, a China tornou-se a maior importadora de insumos
brasileiros, compostos majoritariamente por produtos básicos — 77% em 2008.
Isso levou a balança comercial entre Brasil e China a apresentar assimetrias
(a economia brasileira exporta mais bens primários e semimanufaturados para a
RPC, enquanto o Estado da China mostra-se um importante exportador de bens
manufaturados e com maior valor agregado)

. Isto posto, é preciso destacar
que as relações econômicas entre estes Estados não se restringem à exportação
brasileira de matérias-primas e às compras brasileiras de produtos industrializados
produzidos na China. As relações sino-brasileiras são muito heterogêneas:
o Estado chinês vem promovendo também grande quantidade de investimento
estrangeiro direto (IED) no Brasil

. Cabe, no entanto, refletir qual o caráter de tais
investimentos e quais seus benefícios. Becard (2011) aponta que “fez igualmente
parte dos interesses chineses aumentar seus investimentos diretos, com vistas
a garantir segurança energética, sustentabilidade de recursos e expansão de
mercados externos” (Becard 2011, 40). Os IEDs estão presentes em setores como:
automotivo, energia, siderurgia e na indústria eletrônica — como, por exemplo,
as empresas chinesas na zona franca de Manaus no setor eletrônico, segmento
no qual até 2006 foram investidos R $396 milhões (Becard 2011).
Diante desse quadro, o Estado brasileiro criou, em 2008, com apoio de
entidades empresariais, a “Agenda China”, com o objetivo de reduzir os
desequilíbrios da relação comercial buscava, especificamente:

produtividade chinesa.
